DISCLOSURE OF CAMPAIGN CONTRIBUTIONS: Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitive bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve (12) months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member during the proceeding or for 12 months after a final decision is rendered in that proceeding, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing. CORRECTIONS The Clerk of the Board will announce agenda corrections and proposed additions, which may be acted on by the Board as provided in Sections 54954.2 of the California Government Code. 4. GENERAL NON-AGENDA PUBLIC COMMENT AND ANNOUNCEMENTS This portion of the meeting is an opportunity to address the Board of Supervisors on subjects relating to county business not listed on the agenda. Although no action can be taken on matters not listed on the agenda, and may not engage in general discussion, the Board may ask clarifying questions. Comment time per speaker is generally limited to 3 minutes. However, the Board or Board Chair may extend or limit the number of speakers, the time allowed per speaker, and/or the total time allotted on a subject. Persons may not cede time to another person. Persons with disabilities impacting speaking and non-English speakers will be provided extra-time. 5. CONSENT AGENDA These matters are expected to be routine and non-controversial and are usually approved by a single majority vote without discussion. Approve regular meeting minutes of 07/21/2026. - County Clerk 5.2. Approve amendment IV to Contract CC2014-70 between County of Alpine and E Squared C, Inc retroactive to 07/01/2026 to include Continuity of Operations (COOP) services and price adjustments based on consumer price index and actual asset counts resulting in a net annual increase of $675.48 for a total annual not to exceed amount of $330,718.92. - Director of Budget and Procurement 5.3. Approve a new automatic annual renewal Maintenance/Support Agreement with Megabyte Systems Inc. effective September 1, 2026. Also approve waiving the provisions of County Code Section 2.32.070 (Bidding Procedure), consistent with the authority provided under Section 2.32.050(B)(3), because such a purchase is exempt from competitive bidding as it is in the best interest of the County.- Director of Finance 5.4. Approve a special event permit fee waiver ($175) and facility rental fee waiver ($250) for a total amount of $425 for the 2026 HermitFest Fundraising Event permit #2026049. - Economic Development Director 5.5. Authorize County Executive Officer, Sam Booth, to submit a statement confirming that Alpine County would like to be included in the California Association of Joint Powers Authorities (CAJPA) coalition letter regarding tort reform. - Director of Budget and Procurement 6.
